Analysis of His Majesty The King's address to the nation on 17th December 2018: A layman's perspective

As we embrace the glorious past, vibrant present, and bright future aspiration, His Majesty the King Jigme Kheser Namgyel Wangchuk always guide the prosperity, security, unity and sovereignty of this nation through timeless wisdom and sacrifices. One of Royal guidance is conveyed through Royal Address conveyed in various national occasions. Of many Royal Addresses, Royal Address of National Day delivered at Samtse has two salient points. One was addressed to political parties and other was on civil and public service.

The first part of address was on political parties with underlying message of unity. His Majesty in his address, clearly reflects on the commitments of political parties to work for wellbeing of people and nation. In doing so, His Majesty the King expressed the need to work towards strengthening our peace, sovereignty, and unity while achieving equitable socio-economic development in line with visions and long-term, aspirations of nation.

Second part of speech was addressed to civil and public service with primary objective to improve efficiency and service delivery for betterment and stability of nation. His majesty place immense trust, faith and confidence on civil servants for the well-being of the nation, fulfilment of national goals and upbringing of harmonious society.
With immense increase in magnitude and scope of national development activities, His Majesty the King emphasized the need for civil servant to be more concerned, prepared, efficient and responsible in view of the associated magnified risk. With government term limited to fixed number of years, enormous conviction and responsibility is placed in the hands of civil servants to ensure continuity in pursuit of national goals. It is, thus an imperative for civil servants to efficient, astute, timeless and resilient in our service to this nation.
His Majesty views civil servants as greatest wealth in human resources. Knowing the most pressing issues, concerns and aspirations is prerequisite of being effective civil servant in His Majesty’s vision and this vision was expressed clearly during the Royal Address. It is thus imperative for civil servants to have sound knowledge of national and global affairs. This also calls for the need of relevant training and programs to equip civil servants with right knowledge, skills and experiences to render effective service.
His Majesty also expressed his deep concern on management of limited resources. Bhutan, in economic and financial terms had limited resources and our development activities are carried out mostly on borrowed financial resources. As envisioned by His majesty the King, we can never afford to waste and misuse the resources. In this term, civil servants must ensure proper management and utilization of scarce resources efficiently and effectively.
Recent years are marked by striking increase in number of civil servants agencies. With huge growth in number of civil servants, His Majesty the King places special focus on possibility of impediment of national development and progress that many result from complacency and indifference of civil servants. His Majesty the King, with underlying vision to improve efficiency of civil service emphasizes the need for civil servants to responsive to ideas and solutions, receptive to feedback, and learn from past mistakes. His Majesty also points out the need for accountability, communication, coordination and coherent vision to achieve our national objectives.
Time and again, His Majesty King, highlights on the advantage of being small. The higher calling is always to harness the advantage of being small which puts us in the position to be more efficient and effective than others. In short, His Majesty the King, remarks that, the success or failure of nation will depend upon the efficiency civil servants.

Royal Address of December 17, 2018 was a wake-up call for all political parties and civil servants to work with increased efficiency for the peace, unity, prosperity and sovereignty of this nation by taking national goals and aspirations forward.
